The heart of West Hollywood, Santa Monica Boulevard, once again pulsed with excitement on Halloween night as hundreds of thousands of Halloween revelers flocked to the famous boulevard for the notorious 2009 West Hollywood Halloween Costume Carnaval on Saturday, October 31st.
