
Update: On Friday, July 11, 2025, a federal court issued two temporary restraining orders (TROs) against the Department of Homeland Security (DHS), finding that ongoing immigration raids in Southern California and the denial of access to counsel for detained immigrants likely violate constitutional protections. The first TRO prohibits immigration agents from stopping individuals without reasonable suspicion, including stops based on race, language, location, or type of work. The second TRO requires DHS to ensure detained individuals at the federal building in downtown Los Angeles have access to legal counsel every day. These orders come after the announcement that the Los Angeles City Attorney's office, Los Angeles City Mayor's office, the County of Los Angeles, and local leaders – including the City of West Hollywood – filed a motion to intervene in the federal lawsuit Vasquez Perdomo v. Noem challenging unlawful immigration raids. This ruling represents a critical step in protecting the rights and dignity of community members in the City of West Hollywood and across the region.

The City of West Hollywood stands with several local jurisdictions, along with the Los Angeles City Attorney’s office, the Los Angeles City Mayor’s office, and the County of Los Angeles, in joining a federal lawsuit – filing a motion to intervene in Vasquez Perdomo v. Noem – led by civil rights groups including the ACLU and Public Counsel.
The lawsuit claims that, since June 6, 2025, federal agents have conducted raids without legal justification, often targeting individuals based on race or ethnicity, using excessive force, and denying access to legal counsel. The goal of the lawsuit is to challenge unlawful immigration enforcement actions by federal agencies.
