City of West Hollywood City Council Receives Update on Lobbying Efforts in the California State Legislature and Advocacy Efforts at the Federal Level

Legislation Update 2025The City Council of the City of West Hollywood, at its regular meeting on Monday, August 4, 2025, received a comprehensive update about the City’s lobbying efforts in the California State Legislature and advocacy efforts at the Federal level. The City’s Community and Legislative Affairs Division focuses on issue areas identified as priorities by the West Hollywood City Council. The City is currently monitoring close to 320 bills that either propose new laws or amend or repeal existing laws covering a broad range of issues identified as City legislative priorities. These issues include housing, construction and land use, and health and social services (mental health, substance use, homelessness, reproductive rights) affecting all people and especially older adults and LGBTQ+ individuals.

The California State Legislature commenced the first year of the 2025-2026 regular session in January 2025. As of July 2025, the City adopted positions on 27 bills, supporting 20. Of those 20, 19 are moving through the legislative process, including two that the City supported: AB 1468 (ethnic studies: content standards, curriculum frameworks, instructional materials, and compliance monitoring) and AB 715 (prohibiting educational materials that would result in antisemitism and creating the position of Office of Antisemitism Prevention Coordinator).

Additional bills the City is in support of include legislation under the topics of tenancy (AB 246, AB 628, SB 52); economic development (AB 342, AB 1138, SB 346); land use/zoning (AB 609, SB 79); LGBTQ+ rights (AB 82, AB 1084); HIV/AIDS and health (AB 554); and immigration (SB 627, SB 805).

The City has taken positions of opposition on AB 89, AB 844, and AB 396.

The City’s federal advocacy efforts include pursuing funding through both the Congressionally Directed Spending (CDS) for accessibility improvements to Hart Park and the Federal Transit Administration’s Capital Investment Grants program for the extension of Metro’s K Line through West Hollywood.

The City of West Hollywood’s Legislative Affairs Team, part of the City of West Hollywood’s Community and Legislative Affairs Division, works with the City’s Sacramento lobbyist, monitors federal and state legislation and advocates for the City’s interests in Sacramento and Washington, D.C. Its goals are to analyze bills introduced in the State Legislature and Congress to assess their impact on local governments; recommend alternative approaches to proposed legislation; and propose legislative actions to amend existing laws.
