City Hosts Rent Stabilization Ordinance (RSO) Workshops in February

RSO - Rent Stabilization OrdinanceThe City of West Hollywood will host two sets of Rent Stabilization Ordinance workshops in February — one aimed at tenants; the other aimed at landlords. These “RSO Building Blocks” workshops are part of a series of workshops held throughout the year that serve to educate property owners, managers, tenants, and community members about the City’s Rent Stabilization Ordinance (RSO). All workshops will take place at the West Hollywood Community Center at Plummer Park, located at 7377 Santa Monica Boulevard, in Room 5.

Tenant Basics will take place on Tuesday, February 5, 2019 at 7 p.m. The session will provide tenants with an understanding of their basic rights and responsibilities under the City’s RSO. Topics will include unit re-registrations, limits on rent increases, security deposits, annual registration fee and pass through, minimum maintenance standards, the hearing process, loss of housing services and rent overcharges, noticing required before entering apartments, repairs, code compliance, temporary relocation, water conservation, being prepared for emergencies, and Airbnb and short-term rentals.

Tenant Advanced will take place on Tuesday, February 12, 2019 at 7 p.m. The session will provide tenants with additional knowledge about their protections under the City’s RSO. Topics will include eviction procedures, tenant harassment, mediation services, social services for low-income seniors, Home Secure (no-cost safety and security devices for low-income seniors), rental assistance, managing finances, hoarding and bedbug issues and assistance, reasonable accommodations under the Fair Housing Act, unit transfers for mobility impaired tenants, information on pets, service dogs, and therapy animals, and the City’s Aging in Place/Aging in Community 2020 Strategic Plan.

Landlord Basics will take place on Tuesday, February 19, 2019 at 7 p.m. The session will provide landlords with a basic understanding of the City’s RSO, landlord rights, and responsibilities. Topics will include unit re-registrations, limits on rent increases, security deposits, annual registration fee and pass through, property management, minimum maintenance standards, housing services, the hearing process, avoiding rent reductions and rent overcharges, repairs, code compliance, temporary relocation, requirements for legal entry, preparing for emergencies and disasters, and Airbnb and short-term rentals.

Landlord Advanced will take place on Tuesday, February 26, 2019 at 7 p.m. The session will provide landlords with additional knowledge about the City’s RSO, reasonable accommodations, and resources. Topics will include just cause and no-fault evictions (when and how to proceed), prohibition against tenant harassment and available mediation services; pets, service dogs, therapy animals, available social services for low-income seniors, Home Secure (no-cost safety and security devices for low income seniors), rental assistance, hoarding and bedbugs, reasonable accommodations under the Fair Housing Act, unit transfers for mobility impaired tenants, and the City’s Aging in Place/Aging in Community 2020 Strategic Plan.

RSO Building Blocks workshops are free and open to the community. Reservations are recommended.
