Helen Collins is the City of West Hollywood’s Director of Public Works. It is the primary goal of the Department of Public Works to upgrade existing buildings and infrastructure; to improve the transportation system by working to improve vehicle, pedestrian, and bicycle traffic; and to maintain and develop parking opportunities by exploring the creation of off-street parking opportunities near all business districts.

There are three divisions within the Department of Public Works that work to invest in and maintain City infrastructure, improve the transportation system, and enhance the quality of life for City residents and businesses: Engineering, Facilities & Field Services; and Parking Services.

Helen has more than 30 years of government service, including 16 years of service in the City of West Hollywood. She served as Facilities & Field Services Manager for seven years, overseeing the development and management of many of the City’s key capital projects and programs.

Helen’s leadership in Public Works and commitment to public service are instrumental in maintaining and enhancing the public infrastructure that supports the daily lives of West Hollywood’s residents, businesses, and visitors. She is widely known for her collaborative approach and responsiveness.

Before joining the City of West Hollywood, Helen spent eight years with the City of San Fernando, and 10 years working for the Department of Defense in the US Army in Germany and The Netherlands gaining invaluable international experience in public sector operations.

Helen holds a master’s degree in Human Relations from the University of Oklahoma. She lives in Glendale with her partner and their beloved two dogs and two cats.
