Head Shot - Zoomed OutLaura Biery serves as the Director of Economic Development for the City of West Hollywood, where she oversees the Arts and Business Development divisions. Through the Economic Development Department, the City supports a dynamic creative economy, fosters business growth and retention, and delivers a diverse portfolio of innovative arts and cultural programs that enrich the experiences of residents and visitors alike.

Laura rejoined the City of West Hollywood in 2023, having previously served in the Business Development Division from 2013 to 2016. With more than 24 years of experience in local government, she has worked for five cities across Los Angeles County, including Beverly Hills, West Covina, Santa Clarita, Palmdale, and West Hollywood. Her leadership experience includes serving as Deputy City Manager for the City of West Covina and as the Marketing and Economic Sustainability Manager for the City of Beverly Hills.

Laura holds a bachelor’s degree in Political Science from the University of California, San Diego, and a master’s degree in Public Administration from San Diego State University. She also completed the Ross Minority Program in Real Estate at the University of Southern California. Laura is an active member of several professional organizations and is a past president of both the Municipal Management Association of Southern California (MMASC) and the California Chapter of the International City/County Management Association (Cal-ICMA).
