How To Contest An Administrative Citation
Administrative citations can be appealed provided that the request for appeal is received by City staff within 21 days from the date the citation was issued.
Individuals interested in appealing an administrative citation must file a Request For Administrative Citation Hearing Form [PDF] with the Legal Services Division of the City of West Hollywood.
In order for a request for hearing to be granted, the full amount of the penalty must be deposited with the City of West Hollywood unless the City waives this requirement based upon a showing of financial hardship.
Once the request form and deposit have been received, City staff will schedule a hearing with a hearing examiner. City staff will then send a notice stating the date, time and location of the hearing.

- Administrative Rescheduling Request [PDF]
This request has no effect unless granted by the Department. However, the first request is typically granted, but in no event may the hearing begin 90 days after receipt of the hearing request. Be sure to state the reason(s) you cannot attend your hearing date. Please bring in to City Hall or fax to: 323-848-6567.
- Hearing By Written Declaration [PDF]
An individual requesting a hearing to contest an administrative citation may submit written argument and documentation in lieu of attending a hearing in person. Must be submitted under penalty of perjury no later than the date of the scheduled hearing. Please return completed form and any documentation to the Legal Services Division at West Hollywood City Hall.
