At-Risk Concurrent Plan Check Review

To support timely project delivery and improve customer service, the city has established a Concurrent Plan Review option that allows applicants to submit building permit plans for review while planning entitlements are still under consideration.

Under this program, City Divisions will conduct plan checks in parallel to the entitlement review process. This approach can help reduce overall project timelines by identifying potential building code and technical issues earlier in the process.

Participation in concurrent plan review is voluntary and at the applicant’s sole risk. Approval of building plans and supplemental construction documents cannot be guaranteed and is contingent upon final approval of all required planning entitlements. Applicants acknowledge that project revisions may be required as a result of entitlement conditions, environmental review, public hearings, policy determinations, Divisional comments or outside agency reviews, which may necessitate resubmittals and additional fees.

Applicants interested in participating in the program must complete an At-Risk Plan Check Acknowledgment Form prior to submitting any construction documents to Building and Safety. Please work with your assigned Project Planner to complete the form and obtain approval to apply for the concurrent plan check.

The city is accepting all project applications through the West Hollywood Permit and Licensing Portal. Please ensure you have registered an account before applying for any project submittals.

Important to Know

An at-risk concurrent plan review can have time saving benefits, but applicants shall also be aware of the risks involved with submitting a project under this program. Reviews and approvals by outside Los Angeles County and utility agencies follow their own review timelines and their approvals are required prior to the issuance of a building permit. Applicants will be required to coordinate these reviews and update construction documents as necessary.

This program is offered at the applicant's own risk
All City reviews will follow standard plan review timelines
Projects will be required to obtain all necessary County and utility approvals before permits are issued
Applicants are responsible for all additional fees incurred during the plan check process. This includes review hours due to redesigns.
