SUBMITTING A PLANNING PROJECT 

All Planning applications must be submitted electronically through the City of West Hollywood Permit & License Portal. The Planning Division does not accept paper plans or physical document submittals.

STEP 1: CREATE AN ACCOUNT
Register for an account through the Permit & License Portal before submitting your application. Please note that an account must be created for both the project applicant and property owner, if different.

Already have a project under review?
Create your account using the same email address that was used for your original application. This allows you to track your project's review status and view your project history through your account dashboard.

STEP 2: SELECT THE CORRECT APPLICATION
Within the Permit & License Portal, select the permit type that matches your project.

Which application should I choose?

Use Planning Application Intake (Discretionary Projects) if you are applying for:

  • Development Permit
  • Administrative Permit
  • Conditional Use Permit
  • Variance
  • Other discretionary planning entitlements requiring Planning Division review

 Use the specific permit type if you are applying for:

  • Zone Clearance
  • Sign Permit
  • Other over-the-counter planning permits

Do not use Planning Application Intake for Zone Clearances, Sign Permits, or other over-the-counter permits. Instead, select the corresponding permit type directly within the Permit & License Portal.

STEP 3: COMPLETE YOUR APPLICATION

Complete the application and provide as much project information as possible.

Applicants submitting a Planning Application Intake (Discretionary Projects) application will be prompted to schedule a Virtual Project Submittal Appointment with a planner.

During the appointment, Planning staff will:

  • Review your proposed project.
  • Confirm that the appropriate application has been selected.
  • Collect applicable application fees.
  • Answer questions about the submittal process.

Appointment Hours

  • Monday–Thursday: 8:30 a.m. –5:00 p.m.
  • Friday: 8:30 a.m.–5:00 p.m.

Appointments are available:

  • In person at City Hall
  • Virtually via Microsoft Teams

Appointment Guidelines

  • Appointments are limited to 30 minutes.
  • Each appointment is limited to one property address.
  • If you have multiple projects or properties, please schedule a separate appointment for each.

For virtual appointments, a Microsoft Teams meeting invitation will be sent before your scheduled appointment. Please download the Microsoft Teams app in advance. 

Additional Information

  • Project Status: Contact your assigned planner directly for project status updates.
  • Public Records Requests: Requests for permit history or plan duplication must be submitted online through the City Clerk's Office.
  • Project Submittals and Resubmittals: All project submittals and resubmittals must be submitted through the Permit & License Portal.
