The Sunset Strip is globally recognized as a premier location for outdoor advertising and an international center of retail, entertainment, and hospitality. Creative signage has characterized the Sunset Strip since the 1920s and remains integral to the cultural iconography of West Hollywood (City) and greater Los Angeles. The technology, scale, and creativity of outdoor advertising on the Sunset Strip continues to evolve, from painted murals and traditional vinyl billboards and tall wall signs, to the static and full-motion animated digital displays of the 21st century.
Created as an effort to reimagine the Sunset Strip, the Sunset Arts & Advertising Program (SAAP) was initiated in 2017 to integrate art and architecture into outdoor advertising. The Sunset Off-Site Signage Policy (Policy) was adopted in 2019 to regulate off-site signage, guide the development of new billboards, and replace Chapter 8 “Billboards and Arts Advertising” of the Sunset Specific Plan, adopted in 1996. Per the Policy, new billboards require a Development Agreement to provide the City with public benefits, including but not limited to revenue and physical improvements to the built environment of the Sunset Strip. In 2025, the Policy was amended to clarify defined terms, intent, and principles in addition to strengthening the luminance (brightness), illuminance, and orientation standards for new billboards.
