Permits, Points and Restrictions

Visitors may park in residential areas with a valid visitor parking permit. Visitor parking permits are obtained by the host resident in advance of their guest's visit.

Permit-by-Plate

The City of West Hollywood is making changes to the way visitor parking permits are issued. West Hollywood residents will soon be able to request visitor parking passes online via the City's new Permit-by-Plate Self-service Portal. Using their visitor's license plate as the parking pass, residents will no longer need to come into City Hall and wait in line for a physical hang tag. Permits requested online take effect immediately on the chosen start date.

For example, a visitor permit's effective date chosen to begin on July 21, 2020, will become effective at 12:00:01 am and expire at 11:59:59 pm. Remember, visitor permits may only be requested a maximum of 5 days in advance.

First-Time Permit-by-Plate Users

Prior to using the permit-by-plate system, residents must complete an online application verifying eligibility. Please allow up to 2 weeks for verification of an initial application. Once verified, each subsequent request is immediate, given the resident has adequate points on their account. 

How it Works

License plates entered into the Permit-by-Plate system are shared with parking enforcement officers' mobile citation equipment. License plates scanned outside of the dates chosen by the resident will be issued a parking citation for parking in a residential parking district without a valid parking permit.  

Permit Sharing

Multiple vehicles may use the same visitor permit as long as the vehicle information is updated in the Self-Service Portal in advance and are not parked at the same time. For example, car B may use a visitor permit assigned to car A after Car A has finished their visit. This allows a resident to maximize their monthly points. 

Current Residents

Current residents may continue to request physical visitor permits at City Hall's Parking Permit Counter with proper documentation; however, once a resident transitions to the permit-by-plate system, he or she will no longer be able to obtain a physical visitor permit. Residents opting to use physical visitor permits must provide documentation in person at City Hall, Kings Road Parking Garage, or the Sheriff's Station. 

New Residents

New residents are required to obtain visitor passes via the Permit-by-Plate Self-service Portal. Physical visitor permits will not be available to new residents.

The following details are applicable to both physical permits and permits-by-plate.

Visitor Parking Permit Points

Residents have 100 points to use towards visitor parking each month. Once a month's points have been exhausted, the resident must wait until the first of the next month before they can request more visitor permits. 

  • One day is equal to (1) point
  • Limited to 25 points per day (total)
  • Limited to 100 points per month (total)
  • 5 Day max permit lifespan 

Some residential developments may be limited in the number of visitor permits available. Please contact the Parking Services' Permit Counter if you are unsure of your eligibility.

Restrictions & Rules

  • Issued up to 5 calendar days in advance
  • May not be issued for more than 15 calendar days within a month
  • Expire at noon following the last effective date of the permit
  • If applicable hang tags must be clearly hung from the rear view mirror
  • Visitor permits are not exempt from other parking regulations
