Extended Hours Construction Permits

Below is a summary of changes regarding the issuance of extended hours construction permits during this unprecedented Coronavirus (COVID-19) pandemic: 

  • Extended hours construction permit applications can be downloaded, completed, and emailed to the  Code Compliance Web Email address. Assigned Code Compliance staff will be reviewing and communicating with the applicant via email and by phone on next steps and any issues that need to be corrected. Once all approvals have been completed, an invoice will be emailed to the applicant to make payment by mail. The extended hours construction permit will be emailed to the applicant at the same time the invoice is provided. 


WHMC 9.08.050.f specifies that all construction take place between 8 AM and 7 PM from Monday – Friday. On Saturdays, construction is only permitted to take place inside a building between 8 AM and 7 PM. No construction is permitted to take place on Sundays.

The municipal code allows construction to take place outside of the above hours provided that an approved extended hours construction permit [PDF] has been obtained. Submitting an application does not guarantee automatic approval as each permit application is carefully considered to ensure that the work being requested needs to be done outside of the normal construction hours and that it will not create an unnecessary burden on the neighborhood-at-large. The fee for the Extended Hours Permit Application is $120.00 for the first day of work, and $50.00 for each subsequent work day.  These permits will not be granted for longer than 30 days at a time. 

Permit requests must be submitted at least 3 business days prior to the requests work dates.  All requests for extended hours work on weekends shall be submitted by noon of the preceding Wednesday.  Permits that are applied for less than 3 days prior to the work commencing will carry a fee of $240.00 for the first day.

Construction, as defined in WHMC 9.08.030, includes, but is not limited to, the following:

A. The operation of any tool, machine or equipment including, but not limited to vehicles and helicopters, to carry out any work for which a building permit is required, including, but not limited to, demolition, grading, excavating, or construction;

B. Performing any construction, maintenance or repair on buildings, structures or utilities or any work preparing the site for construction or repair including, but not limited to, staging, grading, excavation, and demolition;

C. Any painting using motorized equipment or any painting that is part of the construction activity for which a building permit has been issued;

D. The loading or unloading of construction equipment, materials, or supplies from vehicles at or near the site of the construction activity;

E. The staging or idling, at or near the site of construction activity, of any construction vehicle or any vehicles bringing construction equipment, materials or supplies to the site of the construction;
