Q: "Is there more than one Code Compliance Division?"
A: Not any more. In July 2012, the City merged the Residential and Commercial Code Compliance Divisions into what is now called the Code Compliance Division
Q: "What does Code Compliance do?"
A: Code Compliance provides comprehensive oversight of residential and commercial properties in order to protect and enhance public health and safety, and maintain the City's municipal code standards. By means of information, education, and the administrative remedy program, Code Compliance enforces provisions of the City's zoning, business license, noise, solid waste, anti-smoking, and property maintenance ordinances.
Q: "How do I file a complaint?"
A: You can file a complaint with Code Compliance in a variety of ways:
Call and leave a message on the Code Compliance message line at (323) 848-6516. Messages are automatically sent to the Code Compliance Officers’ smartphones. If an officer is on duty, they will respond as promptly as possible.
When you call the hotline, please leave the following information:
- your name
- your address
- your phone number
- the violation address (if different from your address)
- a list of the problems (for instance, "the roof leaks," "there are bare wires," "the toilet doesn't flush," "there's trash all over the property")
- whether or not the landlord has been notified of the problems
You can also file a complaint in person by coming to City Hall, 8300 Santa Monica Boulevard, and speaking with a staff person on the second floor. Office hours are Monday through Thursday, 8:00AM to 6:00PM. Fridays, office hours are 8:00AM to 5:00 PM.

Q: "What happens after I file a complaint?"
A: After filing, the complaint is reviewed and assigned to a compliance officer to investigate. Typically, within two business days you should be contacted by the assigned officer who will inform you of the compliance process. Once an inspection takes place, and the violation is confirmed, a warning notice may be issued to the violator informing them of the violation, what needs to be done to correct the violation, and the date by which the correction needs to be completed. The City tries to work with violators prior to issuing citations as the focus is on compliance rather than enforcement. If compliance is not achieved voluntarily, then citations can be issued. The City has a progressive fine structure where each successive citation for the same violation is more expensive than the previous; thus a typical first citation is $150, the second is $250, and the third is $450. The City also has the option of filing a misdemeanor (criminal) complaint and/or civil case with the courts if compliance is still not achieved after 3 citations have been issued within 12 months.
Q: "What is the City's noise standard?"
A: Generally speaking, between 10:00 PM and 8:00 AM, the City prohibits noise that is plainly audible from 50' away from the source or from an adjacent residential property line, whichever one is closer. There are exceptions to this, in that construction hours are allowed Monday through Friday, from 8:00AM to 7:00PM and on Saturdays 8:00AM to 7:00PM for interior work only. Work is prohibited on Sundays or City holidays unless an approved Extended Hours Construction Permit has been obtained. Any noise violations observed during business hours should be reported to Code Compliance by calling 323-848-6882. For early morning, nighttime, and weekend noise complaints, it is advisable that the West Hollywood Sheriffs also be contacted at (310) 855-8850.

Q: "Can I remain anonymous when reporting a violation?"
A: Code Compliance treats all investigations as confidential and does not discuss the nature or status of pending investigations publically. Therefore, it is highly recommended that if you do file a complaint to give your name and a telephone number where a message can be left. Your name and contact information will not be released unless a court order directs the City to do so.
