The City receives inquiries from the public about when and why the U.S. flag is at half-staff. The Federal Flag Code contains rules for handling and displaying the U.S. flag. The U.S. flag flies at half-staff or at half-mast by special proclamation when the country or a state is in mourning. The term half-staff means the position of the flag when it is one-half the distance between the top and bottom of the staff.
The City has a "Uniform Policy for the Outdoor Public Display of Governmental and Non-Governmental Flags" which outlines the location of the flags and the type of flags that should be displayed throughout the year.

- Typical reasons for U.S. flag half-staff proclamations include:
- Death of a government official, military person, civil service person, foreign dignitary, or emergency first responder
- A national tragedy
- A national day of remembrance
- It is important to remember the flag should be displayed at half-staff on rare occasions in order to maintain the honor and reverence of this solemn act. When the flag is displayed at half-staff, the City of West Hollywood will share information about who is being honored and for how long on its website and/or social media.
- Who issues U.S. flag half-staff proclamations?
- The President, State Governors, and the Mayor of the District of Columbia can issue a half-staff order for government properties. It will state when and how long the American flag (and/or state flags) should be flown at half-staff.
- The City of West Hollywood follows the direction of the President, California Governor, and Mayor of the District of Columbia in determining when the flags in the City should be flown at half-staff.
- In accordance with the City's Recognitions & Memorials Policy, the City of West Hollywood City Manager may determine to issue a half-staff directive on occasions deemed appropriate for this recognition, such as the death of a current or former City official and prominent community member. Prominent community members include current or former City Councilmembers; current City employees; West Hollywood Sheriff's Deputies, Firefighters, or other employees of the City's contract service agencies killed in the line of duty or who have died as a result of injuries incurred while in the performance of official duties; a West Hollywood resident serving in the U.S. Military killed in the line of duty; other prominent community members at the discretion of the City Manager in consultation with the Mayor and/or Vice Mayor; and on other occasions or to mourn a tragedy at the direction of the City Manager in consultation with the Mayor and/or Vice Mayor.

- How long should I fly the U.S. flag at half-staff? Federal law specifies the following mandatory periods of mourning.
- 30 DAYS after the death of a President or Former President.
- 10 DAYS after the death of a Vice President, Chief Justice or Retired Chief Justice, or Speaker of the House.
- 2 DAYS after the death of a member of Congress, day of and day after.
- UNTIL BURIAL for a Former Vice President, Associate Justice of the Supreme Court, Secretary of an executive or military department, or Governor of a State.
