Parking Citation Appeals

Important: This page applies only to parking citations. It does not apply to vehicles that have been towed or impounded. For impound tows, contact Parking Enforcement at (323) 650-6757.

 STEP 1 – Initial Review (Administrative Review)

Request within 21 days of the issue date or within 14 days of the first delinquent notice (whichever comes first). No payment is required for the Initial Review.

Dismissed: citation canceled; no payment due.
Upheld: you may request an Administrative Hearing within 21 days of the decision (payment required unless a pre-payment waiver is approved).

Note: Paying a citation without requesting an Initial Review within the statutory deadlines waives your right to contest (CVC 40204/40215).

STEP 2 – Administrative Hearing

Request within 21 days of the Initial Review decision. State law requires the fine be paid before the hearing unless you’re approved for a Pre-Payment Waiver (HUD very-low-income). Call (888) 736-7697.

Hearing options:

  • Written Declaration — submit your statement and evidence online or by mail.
  • In-Person Hearing — appear before a Hearing Officer designated by the City’s Citation Customer Service Center.

Only one reschedule is allowed (CVC § 40215(b)).

Not Liable: citation dismissed; refund issued within 30 days.
Liable: you may file a Superior Court appeal within 30 days.

STEP 3 – Superior Court Appeal

File within 30 days of the Administrative Hearing decision.

Where to file: Los Angeles County Superior Court — Stanley Mosk Courthouse (Limited Jurisdiction: Parking Citation Appeals), 111 N. Hill St., Los Angeles, CA 90012. A filing fee applies (refunded if you prevail). Include a copy of your Administrative Hearing decision.

Dismissed: refund of citation and court fee.
Upheld: citation stands; payment due within 30 days.
