NEW Online Landlord Service Portal

The City of West Hollywood has launched its first ever online Rent Stabilization Landlord Service Portal.  The new online service portal will allow landlords and their property managers to:

  • Register new tenancies.
  • Pay annual rent registration fees
  • Update contact information on current properties
  • Link properties to a single account
  • Register newly owned properties
  • Download Rent Stabilization forms

Training workshops have been scheduled in the month of June 2019 to assist you in becoming familiar with this new online system.  All training sessions will be held from 7pm-9pm.  See below for the scheduled dates.  If you are interested in attending a training workshop, please email Tom Trevor at ttrevor@weho.org or call (323)848-6427 to RSVP, since seating is limited.

Frequently Asked Questions  

Where can I find my Parcel Number and PIN? What do I do if the parcel number and PIN are not working?
The parcel number and PIN are located on the top portion of the annual rent registration fee bill. Make sure the property ownership information, property management, or agent name are up-to-date in our records.  If the parcel number and PIN are not working, please call our office at (323)848-6450.  To provide our office with a property update, click here.  Print out the property information update form.  Once the form is filled out, please submit it to our offices as soon as possible.  You may send it via first class mail.  You may fax it at (323)848-6567 or you may email it to: rsd@weho.org
How will I know if I have successfully created an account?
You will receive an email that will confirm that your account was created.  If you are having difficulty creating an account, please click here and follow the step-by step instructions provided in the "Landlord Guide to the Online Service Portal" or call our office at (323)848-6450.
Can my property manager or agent create their own online acccount?
Yes.  Just make sure that you provide them with the parcel number and PIN that you were sent with the Annual Rent Registration Fee bill.  You'll find them on the top portion of the bill.  Make sure that the property manager or agent are listed in our records.  Click here to fill out the required form to add a property manager or agent to the property record.
What information do I need to complete the re-registration of new tenancies online?

Make sure that you have created an account online.  Click here to open the landlord guide to the online service portal.  Please remember that in order to complete the re-registration of new tenancies, you are required to provide the following:

  1. Tenants First and Last Names 
  2. Tenants Email
  3. Tenants phone number
  4. Move-in Date
  5. Initial Rent Amount
  6. Housing Services being provided.  

Be advised that you will not be able to complete the re-registration process online without the tenant's email.  If your tenant cannot provide you with their email address, you will need to submit the 3-part carbon copy re-registration form to our office instead.  Please call our office at (323)848-645 to request a re-registration form be mailed to you, only if your tenant cannot provide you with an email address.

Will I be able to get a copy of the re-registration I entered online?
Yes.  You will receive an email confirming all the information you submitted through the online re-registration process. 
What type of payment methods will be accepted?
At this time, the only type of payment methods accepted are: Visa, MasterCard or AMEX.  Unfortunately, e-check payments are not accepted.
Can I still mail-in my payment? Is it possible to make partial payments?
Yes.  You still have the ability to send your payments to US Bank via the enclosed envelope provided with the annual rent registration fee bill.  You may also pay in person at City Hall, 8300 Santa Monica Blvd., West Hollywood, CA.  Partial payments are not accepted through the online portal.  If you wish to discuss a payment plan, please call (323)848-6450 and ask to speak to a Rent Stabilization Information Coordinator.
How is the annual rent registration fee calculated?

As of July 1, 2017, the fee per unit is $144.  Units that are occupied by Section 8 tenants are charged $60, only if the Special 8 re-registration form was accepted by the City.  Please call our office at (323)848-6450, if you have any questions on how to re-register a Section 8 tenancy.

Why does my account have a balance?

Unpaid balances from past billing periods could mean that the previous property owner(s) did not pay the outstanding fees.  The new property owner(s) is/are now responsible for paying any outstanding balances.  If you have proof that the previous balance was paid, please call our office at (323)848-6450 to clear this matter.  If you were unable to make the payment on any outstanding balance due to exceptional circumstances, click here to apply for a waiver of the penalty fees.

How much of the rent registration fee can I pass-through to the tenants?
$72 may be passed through to the tenant pro-rated so that the tenants could be asked to pay a $6 rent surcharge every month.  Since landlords will continue to pay $60 per unit for units that are part of the Section 8 program, no tenant pass-through is allowed. 
Are units that are owner or relative occupied exempt from the registration fee?
If there is a unit on the property that is being occupied by the owner or the owner's relative (parent, grandparent, brother, sister or child by blood or adoption), you must submit an exemption application by July 1st to be exempt from the registration fee.  Click here if you would like to print out an exemption application form.
