Social Services are a City Core Value
Programs and services managed by the Human Services Division embody the City's core values of Respect and Support for People and address a range of community needs, including food and shelter, education on HIV/AIDS, early childhood education, help finding a job, legal guidance, mental health resources, and more.
The City invests more than $7 million annually in social service programs
The Human Services Division manages over $7 million in social services contracts to support the community. City staff ensure transparency and effectiveness through regular program and financial audits, contract management, and administrative support. Division staff also provides crisis intervention, information, and referrals to constituents who call or walk into City Hall.

Community Intervention Through Youth (C.I.T.Y.) x1 is a nonprofit organization dedicated to putting on free social events for at-risk and Homeless LGBT youth ages 14-24. State Disability Insurance & Employment Services
The SDI program offers short-term wage replacement benefits to eligible workers through Disability Insurance (DI) and Paid Family Leave (PFL). Benefits may support time off for illness, injury, pregnancy, caring for a loved one, bonding with a new child, or military-related events.

Provides case management, nutrition, and support for people with HIV/AIDS. APLA Health also provides therapy, group support, and benefits counseling for the entire community, regardless of HIV status. A rental assistance program for older adults is also available. Utility Discount Program: California Lifeline is a state program that provides discounted home phone and cell phone services to eligible households.
Emergency Financial Assistance for People Living with HIV/AIDS
Need-based and short-term financial assistance is available to assist Ryan White Program-eligible individuals. All financial assistance is made through confidential payments on behalf of the client. Expenses other than rent can be covered as well. Individuals can apply for a maximum total of $5,000 over a 12-month period.
Housing Opportunities for People Living With AIDS
Offers short-term rental assistance, assistance with the first month's rent and security deposit, and subsidized housing units. Local area contractors are Aid for AIDS and APLA.

Utility Discount Program: Low-Income Home Energy Assistance Program (LIHEAP), a Senior Citizen/Disability Lifeline Rate, and a Life Support Equipment Discount Program.
Utility Discount Program: Southern California Edison offers various assistance programs, including California Alternate Rates for Energy (CARE) and Family Electric Rate Assistance (FERA), which provide monthly discounts on electric rates for low-income household relief; the Medical Baseline Allowance Program offers financial assistance to those who require powered medical equipment. The Energy Savings Assistance Program (ESA) is designed to help consumers conserve energy and save money.
Utility Discount Program: Southern California Gas Company offers various assistance programs including California Alternative Rates for Energy Program (CARE) which offers a 20-percent discount to eligible customers on their monthly natural gas bill; Low-Income Home Energy Assistance Program (LIHEAP), a federally funded energy assistance program that may help you pay your utility bill if you're income-qualified; and Medical Baseline Allowance Program provides additional natural gas at the lowest baseline rate for individuals with a serious health condition.
Social Security Administration - Supplemental Security Income
SSI provides monthly payments to people with disabilities and older adults who have little or no income or resources.
State Disability Insurance & Employment Services
California’s State Disability Insurance (SDI) program offers short-term benefits to eligible workers who are unable to work due to a non-work-related illness, injury, or pregnancy. Services are provided through the Employment Development Department (EDD), with an easy-to-use online platform for filing and managing claims securely.

Housing Authority of the County of Los Angeles
The Los Angeles County Community Development Commission/Housing Authority of the County of Los Angeles (HACoLA) is the second largest Housing Authority in the Southern California Area, allocating over 20,000 vouchers. HACoLA receives funding from the U.S. Department of Housing and Urban Development (HUD) to provide housing subsidies to eligible low-income families residing in the unincorporated area of Los Angeles County and 62 participating cities through Public Housing and the Section 8 Housing Choice Voucher program.

Regional Programs
Airlink is a rapid-response humanitarian relief organization that connects airlines and pre-qualified nonprofits to help communities in crisis. Airlink has supported the transportation of 5 assessment and emergency response teams to Poland, Romania and Moldova, with more on their way. They are working with humanitarian, logistics, and airline partners to send relief supplies.
CARE (Cooperative For Assistance And Relief Everywhere)
CARE works around the globe to save lives, defeat poverty and achieve social justice. CARE has launched a humanitarian appeal to support the most vulnerable Ukrainians, particularly women-headed households and the elderly.
A Santa Barbara-based organization that works to equip health professionals in resource-poor communities to meet the challenges of caring for people in need. Direct Relief received a list from the Ukrainian Ministry of Health of needed items, such as medications and mobile medical outreach packs with CAT-style tourniquets and bandages.
Doctors Without Borders/Médecins Sans Frontières is an independent, global nonprofit organization providing medical aid where it’s needed most. Emergency teams have arrived at the Polish-Ukrainian border and are currently trying to get essential staff and supplies into Ukraine. They are working to set up emergency response activities and dispatching teams to Poland, Moldova, Hungary, Romania, and Slovakia.
Global Empowerment Mission (GEM) is a nonprofit organization founded as a first responder to global disasters. GEM has established a welcome center in Medyka, Poland, on the Ukraine border.
GlobalGiving is a nonprofit that supports other nonprofits by connecting them to donors. All donations to the Ukraine Crisis Relief Fund will support humanitarian assistance in impacted communities in Ukraine and surrounding regions where Ukrainian refugees have fled.
