Coordinated Response Framework: Strengthening West Hollywood’s Response to Homelessness
The City of West Hollywood is implementing a Coordinated Response Framework (CRF) to strengthen how the City and its partners respond to homelessness, particularly for individuals with complex needs who have had repeated contact with outreach teams, service providers, and first responders.
The CRF brings together City departments, the West Hollywood Sheriff’s Station, Healthcare in Action, the Care Team, and County partners to better align outreach, healthcare, interim housing, behavioral health, and public safety efforts. Rather than creating a new program, the framework strengthens coordination across the City’s existing services by focusing on:
- Clearer roles and coordination among outreach teams, the Care Team, law enforcement, and County partners
- Consistent communication and follow-up to reduce duplicated efforts and service gaps
- A shared, by-name understanding of individuals experiencing chronic homelessness, with clear next steps when progress stalls
- Faster connections to healthcare, behavioral health services, interim housing, supportive services, and permanent housing
- Greater public visibility into the City’s efforts, outcomes, and progress
Progress to Date
Since the City Council approved the CRF in June 2025, the City and its partners have continued building the foundation for more coordinated case management. This work includes joint field operations, regular multi-agency coordination meetings, and a shared process for identifying and supporting individuals with the most complex needs.
The City has also expanded the Care Team to provide 24/7 coverage, consolidated outreach and healthcare services under Healthcare in Action, and opened the Holloway Interim Housing Program as an important resource for people experiencing homelessness in West Hollywood.
What’s Next
The City and its partners are continuing to formalize case conferencing, strengthen coordination with County systems, train participating staff, and develop shared protocols and processes that can be sustained over the long term. City staff will continue to provide oversight, evaluate progress, and identify opportunities to improve the local response.
The goal is to help individuals move through the service system more quickly, reduce repeated cycles of homelessness and crisis response, and expedite connections to permanent housing. The City will continue providing updates to the Human Services Commission, Public Safety Commission, Homelessness Subcommittee, City Council, and the public as this work progresses.
